PART VII | 16 PORT SERVICES

16.1 GENERAL

This section covers other general facilities available in the Port.

16.2 FUEL AND LUBRICATION OIL

Available only at Refinery/berths and should be arranged through the Ship’s Agent.

16.3 FRESH WATER

Available only at Refinery/berths and should be arranged through the Ship’s Agent.

16.4 STORES

Emergency stores may be obtainable at Ruwais anchorage by giving 48 hours’ notice to the ship’s agent and requesting permission from the port control.

16.5 SHORE BASED ELECTRICITY

Not Available

16.6 WASTE

16.6.1 Oil Reception facility:

The disposal facility for MARPOL annex 1 waste is only available onshore at the port of Ruwais - ADNOC Refining RR I terminal.

All requests for MARPOL annex 1 waste disposal shall be sent directly to the terminal with copy to the Petroleum Port Authority Harbour Master office.

16.6.2 Garbage Reception facility:

For vessels visiting ADNOC Refining (RR I) which intend to dispose Annex 1 waste, shall send initial notification at least 72 hours in advance to the terminal with a copy to PPA.

Under no circumstances shall garbage/ rubbish be dumped overboard, or any engine room bilges pumped out whilst the vessel, craft or rig is within ports and/or the waters of the PPA.

All requests for garbage disposal shall be sent directly to the Port Authority’s office. The ‘Harbour Master’ of the respective Port is responsible for the overall co-ordination of the Port Waste Management Plan and is responsible for ensuring all arriving vessels are made aware of the waste reception facilities available. Harbour Master shall, on request of a vessel which landed Annex V waste, issue a receipt as per ‘’Record of Garbage disposal’’.

Master of the visiting vessel shall notify Port authority of the respective petroleum port directly of via agent at least 72 hours in advance of his requirement to land ship’s generated waste of Annex V category. He shall also send the Advance notification form at least 24 hours in advance, The Master of the vessel shall confirm his requirement at least 12 hours in advance in order for the Port Authority to arrange for the Barge.

The landing of ship’s waste is not allowed whilst the vessel is moored at any terminal/berth.

The garbage landing has to be carried out Only at JDR inner anchorage using a Barge and/or a tug into a 10 Cum skip,

Berths / Terminals at Jebel Dhanna Ruwais do not provide garbage reception facility.

No Special waste (including Pyrotechnics/explosives/Dry batteries/Paint and empty Paint drums & chemicals and empty chemical drums etc.) to be landed, Garbage is subject to random inspection by the collector and ‘No’ special waste will be accepted.

Shipping Agents

Shipping agents acting on behalf of ships/owners are responsible for providing their vessels with relevant information of Port's Waste Management Plan ensuring that proper procedures of notification are followed, including the completion of relevant forms.

16.7 REPAIRS

There are no repair facilities at Jebel Dhanna Ruwais.

16.8 DE-RATTING

No de-ratting is available at the Port of Jebel Dhanna Ruwais. Masters will be required to produce the standard International Bill of Health.

16.9 SURVEYORS

Gray, Mackenzie & Co., Ltd., Lloyd’s Agency, is available in Abu Dhabi and they can be brought in, if ample notice is given to ship’s Agent.

16.10 SHIPPING AGENTS

Following agencies have been approved to operate within the Petroleum Ports and hence can render services to the visiting vessels, the agency approvals are renewed by Petroleum Ports Authority on annual basis:

16.11 MEDICAL FACILITIES

Only available in case of Emergency – see section 9.5.4

16.12 SEAMAN'S MISSIONS

16.13 GANGWAYS / SHORE ACCESS / TRANSPORT / CREW CHANGES / SHORE LEAVE

16.13.1 Gangways

Shore -gangways -are -provided -at -Ruwais -Terminals -facilities, Vessel to provide access steps from gangway at ship’s rail. At Jebel Dhanna SPM berths the vessel must provide accommodation ladders on both sides of the vessel for access

16.13.2 Shore Access

No person may enter the port premises or go on board without authorization from the Port Authority.

16.13.3 Transport

16.13.4 Crew Changes

There are no facilities for crews of visiting vessels to join or leave vessels at any Petroleum Port of Abu Dhabi. Repatriation for medical reasons may be arranged at Master’s request with the consent of the Harbour Master, Resident Medical Officer and Chief of Police.

16.13.5 Shore Leave

Shore leave for crew members is not permitted.
