“Abu Dhabi’’ means the Emirate of Abu Dhabi in the United Arab Emirates including Al Ain, and Al Dhafra regions. “Acceptable’’ means a Vessel which is rated acceptable by the ADNOC Ship Vetting Department in the vetting process. “ADNOC” means Abu Dhabi National Oil Company (ADNOC) P.J.S.C. “ADNOC Marine Operations Safety Standards HSE-OS-ST24” means the standard which provides an overall understanding of hazards associated with marine transport and operations within the ADNOC Group as issued and maintained by ADNOC Health, Safety and Environment (HSE). “ADNOC Group” means ADNOC together with each company in which ADNOC (i) directly or indirectly, controls fifty percent (50%) or more of the share capital, or (ii) controls less than fifty percent (50%) of the share capital but in respect of which ADNOC has, directly or indirectly, the ability to direct or procure the
direction of the management and policies (whether through the ownership of shares, by contract or otherwise), and excludes ADNOC Minority Entities. “ADNOC Minority Entity” means any company, including unincorporated joint arrangements, in which ADNOC, directly or indirectly controls less than fifty percent (50%) of the share capital (and in respect of which ADNOC does not have the ability to direct or procure the direction of the management and policies) (together, ADNOC Minority Entities). “ADNOC Ship Vetting” means the ship vetting process adopted by ADNOC, in order to provide marine assurance to the ADNOC Group, through evaluation of the potential risks associated with Vessels carrying and handling ADNOC’s cargoes. This process includes a documented system, dictating specific standards,
applied by a designated department, through recognized inspection and assessment techniques, using an exclusive software, all of which fall under an approved policy. “ADNOC Ship Vetting Department’’ means the department within the PPA established by Supreme Petroleum Circular (2/2005) dated 26 February 2005 and assigned to implement and manage the Ship Vetting System with its function to provide the necessary marine risk management and assurance to the ADNOC Group and other business entities involved in the marine transport of oil, gas and chemicals in bulk and with authority to inspect, assess and vet ships. “ADNOC Ship Vetting Terms and Conditions’’ means the terms and conditions pursuant to which the ship vetting process shall be undertaken and which Vessel owners must sign before a ship vetting inspection is carried out. “AED’’ means United Arab Emirates Dirham. “AGT” means ADNOC Global Trading. “BIQ’’ means Barge Inspection Questionnaire. “BPQ’’ means Barge Particular Questionnaire. “CAP’’ means Condition Assessment Program. “Class’’ means a Vessel classification society, a non-governmental organization that establishes and maintains technical standards for the construction and operation of Vessels and offshore structures. “Class Memoranda’’ means information related to a Vessel, its machinery and equipment or to rule requirements which does not require a survey or corrective action. Class Memoranda may be issued relating to items considered to be of no immediate material significance regarding safety, but which nevertheless require owners to attend to in the future. “COA’’ means contract of affreightment. “Condition of Class’’ means the requirement imposed by Class which will affect the Vessel’s class if not complied with by the assigned due date. Condition of class is a defect/blemish of hull/machinery/equipment, repair of which cannot be left to the direction of owner. “Craft” in the context of this Standard, means a small Vessel calling for purposes other than oil and gas cargo loading/discharging operations. “Craft Entry Permit’’ means a permit issued to a Vessel’s operators by the relevant Harbour Master. “DWT’’ means dead weight. “Follow-up Inspection” means attendance on board the Vessel for physical close out verification of observations raised during initial inspection. “FMA” means Federal Maritime Authority of United Arab Emirates. “Group Company” means any company within the ADNOC Group, other than ADNOC (together, the Group Companies). “Harbour Master’’ means a person appointed by the PPA to execute, on its behalf, the duties of a harbour master as prescribed by the PPA and shall include his assistants or subordinates who are, or may be, duly authorized to act on his behalf. “IACS’’ means International Association of Classification Societies. “IBC Code’’ means the International Code for the Construction and Equipment of Ships Carrying Dangerous Chemicals in Bulk. “Idle Status” for oil and chemical tankers means any status other than discharging operation and for gas carriers means any status other than loading or discharging operations. “IHS’’ means Information Handling Services, a London based global information provider related to the shipping industry. “ILO’’ means International Labor Organization. “IMDG’’ means International Maritime Dangerous Goods. “IMO’’ means International Maritime Organization. “Inland Taker Barge’’ means a barge carrying oil in bulk in rivers, inland navigation, lakes, canal, ports, and not sailing in open sea and restricted by Flag Administration to inland water navigations. “IOPP’’ means International Oil Pollution Prevention Certificate. “ISM Code’’ means the International Safety Management Code as amended from time to time. “LNG’’ means Liquefied Natural Gas. “LPG’’ means Liquefied Petroleum Gas. “MD & CEO” means the ADNOC Managing Director and Chief Executive Officer. “MLC’’ means Maritime Labor Convention. “MOEI” means the Ministry of Energy & Infrastructure, United Arab Emirates. “Maiden Voyage” means the ship’s first commercial voyage after the ship is officially delivered to the owner, fully classed and certified. “Negative Feedback on Vessel Performance’’ means the form issued by terminal operators to report any deficiencies noted on Vessels calling at their terminals. “NGC’’ means National Guard Command (formerly known as the Critical Infrastructure and Coastal Protection Authority (CICPA)). “OBO’’ means Ore-Bulk-Oil Carrier. “OCIMF’’ means Oil Companies International Marine Forum. “OCIMF Member Companies’’ means companies which are members of the OCIMF. “OCIMF-SIRE’’ means Oil Companies International Marine Forum Ship Inspection reporting database. “OCIMF Officers’ Experience Matrix’’ means electronic record of officers on board the vessel at any given time which the vessel operator is obliged to maintain and keep up to date. “P&I” means Protection and Indemnity Club. “Passenger Vessels” has the meaning given to it in section 9.6. “Petroleum Ports’’ means all ports owned and operated by ADNOC as defined by Law 12/1973 as amended, which includes the Port of Jebel Dhanna Ruwais, Das Zirku, Mubarraz, and any associated harbors. “Petroleum Port Limits’’ means the port limits as defined in the Petroleum Port Regulations. “Petroleum Port Regulations’’ means the regulations issued by PPA in accordance with the Petroleum Ports Law No. 12 of 1973 and its subsequent amendments. “PNI&BS” means the People, National Identity & Business Support Directorate, led by the Director, People, National Identity & Business Support. “PPA’’ means the Petroleum Ports Authority Function within PNI&BS. “PSC’’ means Port State Control. “PPA’’ means the Petroleum Ports Authority Function within PNI&BS. “Riyadh MOU’’ means the Riyadh Memorandum of Understanding dated June 2004. “RORO’’ means Roll on Roll Off Vessels. “SCFEA” means the Supreme Council for Financial and Economic Affairs. “Ship Vetting System’’ means the system for vetting ships established under Supreme Petroleum Circular (2/2005) dated 26 February 2005 and effective from 1 March 2005. “SIRE’’ means Ship Inspection Report Program. In the context of this Standard, physical SIRE inspection reports would be considered acceptable. “SOLAS Convention’’ means the International Convention for the Safety of Life at Sea. “Standard” means this ADNOC Ship Vetting Standard. “STCW’’ means the standards of training, certification and watch keeping. “TASNEEF’’ means the UAE Classification Society. ‘’TMSA’’ means Tanker Management & Self-Assessment. “UAE’’ means the United Arab Emirates. “USCG (COC)’’ means United States Coast Guard – Certificate of Compliance. “USD’’ means United States dollars. “Vessel" includes the general term for all Vessels visiting the port. For the purpose of this Standard, the words ship, and Vessel are used interchangeably. “VPQ’’ means Vessel Particular Questionnaire.
