13 . Special Conditions for Offshore Vessels

(a)   PPA will issue entry permits to those offshore vessels/crafts inspected and accepted by the ADNOC Ship Vetting Department.
(b)   ADNOC ship vetting inspections will only be conducted based on an official request from the vessels owners or operators to inspect their vessels.
(c)   An inspection will be planned only after owners confirm their acceptance of the ADNOC Ship Vetting Terms and Conditions, which shall be provided separately to the owners.
(d)   Inspection requests shall be made at least forty-eight (48) hours prior to the actual date of inspection to allow sufficient time for the required preparations.
(e)   Inspections must be carried out by inspectors approved by and acceptable to the ADNOC Ship Vetting Department and must follow the procedures laid out in the ADNOC vetting system.
(f)   Vetting approval shall be granted to vessels based on the inspection outcome, which will vary depending on the observations risk level.
(g)   High risk observations will include, but not be limited to, the vessel’s condition and/or operations. All other factors related to the owners and/or operators will also be considered and assessed on a case-by-case basis.
(h)   In the event of any high risk observations being raised during the initial inspection, follow-up inspections shall be conducted on board the vessel to verify satisfactory close-out.
(i)   Should the vessel fail to prove completion of corrective actions and close-out of any high risk observations to the ADNOC Ship Vetting Department’s satisfaction, during the follow-up inspection, a new cycle of full inspection and follow-up shall be required.
(j)   Should a vessel fail to achieve acceptance after the second cycle of inspection, the vessel shall be considered as a high risk and be banned for three (3) months from the date of the second follow-up inspection.
(k)   Upon completion of the period of three (3) months, should the vessel be nominated again, a fresh full inspection shall be conducted.
(l)   Completion of an inspection alone shall not be considered as acceptance of the vessel to operate within the Petroleum Port Limits or Petroleum Port.
(m)   Vetting acceptance and validity shall not be considered as a blanket approval as it might be affected by the following factors:
  1.   negative feedback of whatsoever nature;
  2.   changes in the vessel condition status; and/or
  3.   future international or national legislative changes and/or any alterations in this Standard.
