6. Inspections Assessment and Validity

6.1. Ship Inspections

(a)

As an active member of the OCIMF, ADNOC fully supports and participates in the OCIMF committees and forums.

(b)

The ADNOC Ship Vetting Department applies the OCIMF "30 days inspection" rule, but nevertheless requires a vessel to undergo a fresh SIRE inspection prior to being considered for ADNOC Group business in the following cases:

(i)

where a vessel has no SIRE report available or does not have a SIRE inspection report that is less than six (6) months old ;
(ii) if the vessel has had technical management, flag or class change;
(iii) if the vessel has been detained as a result of a port state inspection;
(iv) if the vessel has been involved in an incident during the last six (6) months;
(v) if the latest SIRE inspection indicates that the condition of the ship or its equipment or crew does not, in ADNOC's opinion, substantially meet its requirements; and
(vi) if there has been significant negative feedback about the vessel during a previous visit to any Petroleum Port or any other ADNOC Group facility.

(c)

Inspections may be conducted by ADNOC or any of the OCIMF Member Companies' accredited SIRE inspectors, however, the ADNOC Ship Vetting Department reserves the right when it deems necessary to require an ADNOC vetting inspection.

(d)

Inspections shall normally be carried out during cargo operations, and preferably during discharging operations. Bunkering operations by themselves shall not qualify the vessel as being in operational status.

(e)

A one-off, limited validity for three (3) months may be granted for those inspections conducted in idle status, within which period an operational SIRE inspection report must be made available in the SIRE database for assessment.

(f)

Ship vetting inspections will not include an inspection of the ship's structure but will include a review of the structural details through Class reports.

(g)

Inspections required for vetting purposes must be carried out by inspectors, accredited for the type of ship by OCIMF-SIRE as appropriate.

(h)

It is in the ADNOC Group's sole discretion whether to charter vessels rated as acceptable by the ADNOC Ship Vetting Department.

(i)

Neither the ADNOC Group nor any of its employees, agents or contractors, shall be under any liability whatsoever to any ship owner, operator or third party by reason of acceptance/non-acceptance of a particular vessel.

(j)

Vetting acceptance and validity shall not be considered as a blanket as it might be affected by the following factors:

(i)

owner/operator's profile;
(ii) terminal and operational feedback, market intelligence, casualty data, PSC inspections and any other information held by the ADNOC Ship Vetting Department;
(iii) changes in the vessel condition status; and
(iv) future international or national legislative changes and/or any alterations in this Policy.

(k)

Ship owners shall pay the vetting inspection costs as per the tariff listed in Appendix 1 of this Policy. This tariff may be revised without any notice from time to time as per the decision of ADNOC's CEO.


6.2. Oil Tankers, Chemical Tankers and Gas Carriers

(a)

As set out above, vetting will be primarily based on an assessment of the latest SIRE inspection report available on the OCIMF-SIRE system , submitted by one (1) of the OCIMF Member Companies.

(b)

Only SIRE reports downloaded directly from the OCIMF-SIRE database, by the ADNOC Ship Vetting Department may be utilized for assessment purposes.

(c)

If there is no SIRE ship inspection report available in the SIRE system, the vessel will need to be inspected by one (1) of the accredited SIRE inspectors.

(d)

Reports furnished by ship owners, operators, charterers, cargo owners or obtained from sources other than OCIMF-SIRE shall not be considered.

(e)

The SIRE inspection must have been completed within the last six (6) months and preferably during cargo discharge operations.

(f)

Vessels shall be granted acceptance based on the outcome of the assessment.

(g)

The vessels' age will be instrumental in determining the frequency of assessments.

(h)

In the event of any outstanding observations, the ADNOC Ship Vetting Department will normally correspond with the ship's operators to determine if these have been satisfactorily closed out. If deemed necessary, the ship will need to be inspected by one (1) of OCIMF accredited inspectors or specifically by ADNOC inspectors.


6.3. Dry Cargo Ships

(a)

Acceptance of bulk carriers, general cargo, dry cargo, RORO and container ships will be based on an assessment of the most recent available records from maritime intelligence information sources, PSC records and historical terminal feedback reports.

(b)

An assessment will be conducted prior to each and every call, and acceptance will be based on "clean" historical vessel performance records, including but not limited to PSC detention and casualty/incident records.

(c)

Acceptance will be subject to satisfactory outcome of a day light inspection by PPA personnel upon arrival and prior to berthing.

(d)

Changes in national or international regulations, or changes to ADNOC policies or specific internal requirements may lead to rejection of previously accepted ships.


6.4. Passenger/Cruise Vessels/Ferries

(a)

PPA will permit only those passenger vessels which are inspected and accepted by the ADNOC Ship Vetting Department prior to calling at any of the Petroleum Ports or within its Port Limits.

(b)

ADNOC ship vetting inspections will only be planned and conducted following a request from vessel owners and following their acceptance of the ADNOC Ship Vetting Terms and Conditions. Inspections must be carried out by inspectors approved by and acceptable to the ADNOC Ship Vetting Department and must follow the procedures laid out in the ADNOC Ship Vetting System.

(c)

In the event of any high risk observations being raised during the initial inspection, followup inspections shall be conducted on board the vessel to verify satisfactory close-out.

(d)

High risk observations will not be limited to the vessel's condition and/or operations. Other factors related to the owners and/or operators and/or crew/passengers will also be considered and assessed on a case-by-case basis.

(e)

Should the vessel fail to prove completion of corrective actions and close-out of any high risk observations to the ADNOC Ship Vetting Department's satisfaction, during the followup inspection, a new cycle of full inspection and follow-up shall be required.

(f)

Should a vessel fail to achieve acceptance after the second cycle of inspection, the vessel shall be considered as a high risk and be banned for three (3) months from the date of the second follow-up inspection.

(g)

Upon completion of the period of three (3) months, should the vessel be nominated again, a fresh full inspection shall be conducted .

(h)

Vetting approval and validity shall be granted to the vessels based on the inspection outcome, which will vary dependent on the observations risk level.
